Difficult Starting Simplicity Broadmoor

I'm a new member and wanted to ask about my 2001 Simplicity with a Kohler 16 hp engine. If I can't start it initially, the engine will make a whining noise for as long as the key is turned. Trying to start it after it starts making the whining noise is almost impossible.
