Briggs 28A707 Hard start

Hi all, I have a 28A707 on a snapper that is really hard to start when cold. Choke works as it should, I rebuilt the 498231 carb and I'm wondering maybe I have the idle screw out to far? What is it supposed to be set at? Once I do get it started after endless cranking, it does sputter as if it was flooded, then it smoothes right out and runs great...any advice?
