Self-propel function doesn't work!

Is there any way to adjust the so-called momentum type of propulsion that my John Deere push mower is supposed to have that obviously does not work. Is there some sort of linkage adjustment one can make.

There seems to be no help - it's just turned into a plain push mower and my lot has hills.
