Push Behind Won't Stay Running

I have a Troy Built push behind, 6hp B&S, purchased from Lowes. Fuel seemed to run out when not in use. No leaks so probably the valve is not closing in the carburetor. Fixed! Put an in-line shut off on the fuel line. :)

The mower will run, sometimes, after it gets warmed up. Until then, I have to prime it for several minutes. It's sporadic though. Last night I primed it for 10 minutes and it would not stay running unless I was constantly priming the carburator. It's starved for fuel. Any ideas? I have the carburetor apart several times and cleaned all the parts so it's not dirt. Any help is appreciated!
