Briggs 5HP engine froze

Just got a 5 HP Briggs engine that is froze, it appears water got into the valves, now they are stuck the fly wheel will not even turn, I poured transmission fluid into the valves and will let it set for a few days before doing anythings else. would be thankful for any advice to help with the problem Thanks in Advance.
