Power devil pdgplm4235 wont start, found loose cable

hi guys, no idea what make the engine is sorry, maybe you can see from the attached photo, this mower been good for 10 years, then it cut out the other day, i figured it needed petrol as it was low, topped it up, no start, ordered new spark plug an replaced, still no start, then i spied a loose cable with a connector on the end, i cant find anywhere obvious that this should connect to or even if its relevant to it not starting?? Ill attach a pic so you can see
