Repairs New to the Forum with a Gravely HVZ 2350 that wont start.

I have replaced ignition switch, and two relays, tested seat switch and parking brake switch and PTO Switch all appear to be OK. When I activate the ignition , I only get 6-7 volts to the solenoid. Any Ideas? I have unplugged the PTO clutch and nothing.
