Simplicity Regent Riding Mower- clutch won't engage

I am working on a Simplicity Regent model 1693915. The clutch will not kick in. So I hooked a jumper wire to the clutch from the battery and it would kick on. So I got a new PTO switch and put it on-still won't kick on. I have checked all the safety switches (I put a jumper wire on them), still no luck. I have checked all the wires, they are good. I did find the ground wire that runs from the clutch to the headlights, the wire was off. So I ground it and nothing. My orange wire is not hot going to the clutch just my black/red on the pto switch when the button is up or down.Am I missing something?
