Honda GCV160 Engine on Push Mower-Running Issue Help

I have a Craftsman Push Lawn Mower with a GCV160 Engine, it is surging and running rough with choke off, with choke on it runs perfect, I have cleaned and ended up replacing carburetor, swapped spark plug with know good plug, is there something else I am missing that I should look for-thanks in advance
