My lawn boy (10515) will only run at a low speed. Replaced governor spring and set, cleaned carburetor, changed plug (good blue spark), reset float level. Manually moving the governor vane has no effect. Moving the throttle lever has no effect (the vane stays on high speed but the mower runs slow). The carb always has fuel when I take it off. Any one have any ideas?
