craftsman lawn tractor drive clutch hard to shift

I have a craftsman model 917.273638. Single pedal brake and clutch. The clutch seems to not fully disengage the gearbox. The brakes were almost non working, so I replaced the brake pads, and verified the brake rod is in adjustment. This seems to have made the clutch problem worse, although I now have some brakes. Any thoughts? Thanks,
